The state of California does not require a license for duct cleaning. Southern California does not require a license for duct cleaning. The city in which you live in does require a business license, but there is no requirement for that other than writing a check as cities are happy to take money without actually performing any services. A warm-air heating, ventilating and air-conditioning contractor fabricates, installs, maintains, services and repairs warm-air heating systems and water heating heat pumps, complete with warm-air appliances; ventilating systems complete with blowers and plenum chambers; air-conditioning systems complete with air-conditioning unit; and the ducts, registers, flues, humidity and thermostatic controls and air filters in connection with any of these systems. This classification shall include warm-air heating, ventilating and air-conditioning systems which utilize solar energy.

Most Southern California residents never give their heating and air conditioning system a thought until it breaks or it smells like something died in it. When you first start up your Southern California furnace in the winter does it smell like death warmed over? Fraud, fraud and more fraud. We started duct cleaning because of many requests here in Southern California. The final straw was a home where we installed a new down flow furnace, the ducting is under the concrete, in a home in Corona Del Mar just in that complex across from Fashion Island. The couple were newlyweds and the home was gift from their parents (oh, to be so lucky). Off white Berber carpet, black lacquer furniture, black granite counter tops. The home was beautiful, not my style, but very nice, and everything was new and the home had just been completed. They had moved in the week before, coming back from their honeymoon.
The furnace at that time had to be hard wired to the wall, no cord to quickly unplug it. The furnace fired off and when the blower came on the home vents blew out sand and dust so thick that you could not see across the room. A fine Southern California sand up to 2 inches deep in front of the registers formed and everything in the home was covered in a nasty fine dust. We video recorded the ducting after struggling to get the furnace off (we were in a different room and had a hard time seeing) and discovered that the ducts under the concrete were broken. We now camera all underground ducting when replacing furnaces.
New furnaces installed in Southern California move more air than the older furnaces and therefore the buildup of dirt in the ducting is promptly removed by the increase in airflow and spread throughout the home when the furnace is first turned on. That is why duct cleaning should occur before any furnace change out and to avoid this problem ever again, we decided to perform duct cleaning for our Southern California homeowners for free.
It is bait and switch and cannot be performed for this dollar amount in Southern California. Duct cleaning takes 2 experienced workers 3 to 4 hours to complete. Minimum wage laws in the State of California would prevent any legitimate Southern California duct cleaning company from operating at this low amount.
There is a company in the area that says they will clean your ducts for this dollar amount, they change the amount according to the flyers they send out, and then state that they will return each year for only $35 to perform it again. Lies, lies, lies.
In an ideal world ducts should never have to be cleaned. if you have a quality filter and your heating and air conditioning system in Southern California is serviced once a year, then the chances that your ducting is going to get dirty is very remote.
Even commercial businesses that run their ducting system full blast 24 hours a day do not need duct cleaning every year. It is a waste of money, time and each time your ducts are cleaned they stand the chance of being damaged.
